NACS urges retailers to weigh in before SNAP comment deadline

NACS urges SNAP members to contact USDA about how new standards could affect their product choices, operations, and service to SNAP customers.

WASHINGTON — SNAP retailers have a limited window to provide input on the U.S. Department of Agriculture’s proposed overhaul of stocking requirements, with comments due by Monday, November 24.

The rule would significantly alter how stores qualify to accept Supplemental Nutrition Assistance Program benefits, impacting small-format retailers like convenience stores and the low-income communities that depend on them.

USDA is proposing to implement the 2014 Farm Bill’s higher breadth-of-stock standards by increasing the required number of distinct varieties in each of the four staple food categories, from three to seven. The proposal also updates the agency’s definition of a “distinct variety” and clarifies which items fall under “accessory foods.”

NACS has supported a rulemaking that promotes healthier options for SNAP shoppers while remaining practical for smaller stores. The association notes, however, that several parts of the proposal could be challenging for small-format retailers to implement as written.

Since convenience stores are often the nearest or sole food access points in rural communities and underserved urban areas, NACS is encouraging SNAP-authorized members to communicate directly with USDA about how the new standards might impact their product selections, operations, and ability to serve SNAP customers. Input from operators who understand local demand and supply chain conditions will be essential as USDA develops its final rule.

NACS plans to submit detailed industry comments but stresses that individual retailer submissions will help underscore how the proposal could affect food access and store viability. Retailers can use a downloadable template to customize their comments with information about their businesses and communities, then send the completed letter to NACS director of government relations, Margaret Mannion, at mmannion@convenience.org for filing with USDA.
