WASHINGTON — The Retail Industry Leaders Association (RILA) has appointed Sung Chang as its new Vice President of International Trade, bolstering its advocacy team at a pivotal moment for the retail sector.
Chang will lead RILA’s trade portfolio, working on behalf of member companies to promote policies that support efficient, predictable, and transparent trade practices. He joins RILA after years of high-level government service, most recently as Senior Advisor for Policy and Executive Communications at the Office of the U.S. Trade Representative (USTR). He previously served as Senior Director for Innovation and Intellectual Property at the U.S. Department of Commerce’s Office of Chief Counsel for International Commerce, as well as an attorney. His early career included private legal practice.
“Sung takes the reins of the trade portfolio at a pivotal time for retailers, bringing deep knowledge and experience to the role,” said Evan Armstrong, RILA’s senior vice president for government affairs. “Sung’s time at USTR and the Department of Commerce gives him unique insight into the inner workings of policymaking and will allow him to advocate on behalf of retailers who seek certainty and clarity amid a rapidly evolving trade landscape.”
Chang earned a B.S. in Management from the University of Nevada, Reno, and a J.D. from American University Washington College of Law.
RILA represents more than 200 leading retailers, product manufacturers, and service suppliers, whose combined operations account for over $2.7 trillion in annual sales, millions of U.S. jobs, and a vast domestic and global footprint.
